The land belongs to ESL and carries a post-development investment value of USD 2.7m, which has been transferred to PHL. DEVELOPMENT COST: Total development cost is USD 36m (excluding land cost), yielding a cost per key of USD 267k. The total cost makes provision for hard construction costs, infrastructure and IT connections, FF&E, professional fees, working capital, escalation costs, and a contingency allowance. FINANCING STRUCTURE: The project is financed with 40% equity (USD 15.5m) and 60% debt (USD 23.2m). Luwero Fruit Factory
The Government of Uganda, through Uganda Development Cooperation (UDC), plans to establish a fruit processing factory in the greater Luwero sub-region. The proposed factory will feature three processing lines: a canning line for pineapples (5 MT/HR), a drying line for pineapples and mangoes (1.5 MT/HR), and a line for production of ready-to-drink ginger-flavored pineapple juice (Munanansi) (2 MT/HR). The total installed capacity is 8.5 MT/HR of fresh fruits, designed to run 16 hours/day (two shifts) for 25 days a month. Acholibur Cassava Processing Factory

Tanga Port Harbour Modernization - Lot 1
Modernization of Tanga Port, one of Tanzania's oldest ports, which currently has operational limitations including shallow water depth and aging infrastructure. The modernization includes a new quay wall, dredging, expanded terminal yard space, rail infrastructure, roads, drainage, electrical systems, grain silos, and port equipment. The project aims to transform Tanga into a stronger multi-cargo terminal handling containers, wheat, soda ash, coal, petcoke, general cargo, and regional trade. This project could help Tanzania relieve pressure from Dar es Salaam Port and capture more cargo demand from northern and central Tanzania. Phase 1 is construction-ready pending financing, with feasibility and preliminary design complete.
Tanga Oil Jetties & Tank Farms - Lot 2
Creation of a public oil terminal in Tanga, building infrastructure so independent oil marketing companies can access refined petroleum products, LPG, and edible oil import infrastructure. Current oil offloading infrastructure is privately controlled, which limits access for independent oil marketing companies. The recommended option is the Raskazone site, with an estimated CAPEX of approximately USD 63M - significantly lower than the alternative Chongoleani option (approximately USD 248M), which was not recommended. The final report was issued in January 2023, with financing sought. This is one of the more approachable funding opportunities due to its smaller funding requirement and clear energy infrastructure use case.
New Mbegani-Bagamoyo Greenfield Port
The largest project in the portfolio - a major new deep-water port at Bagamoyo, connected to the planned Bagamoyo Special Economic Zone. The project is intended to support Tanzania's long-term trade and logistics growth, relieve congestion at Dar es Salaam Port, and serve regional markets including landlocked East and Central African countries. An interim report was issued in May 2024, with a concession model anticipated. This is a major infrastructure/concession opportunity, likely better suited for development finance institutions, infrastructure funds, concession operators, or large strategic investors. The project spans all phases including VAT.
Kurasini Oil Jetty & Tank Farm - Dar es Salaam
Development of a modern oil jetty and tank farm at Dar es Salaam Port, Tanzania's primary commercial port. The project includes a new offshore oil jetty, rehabilitation of the existing Kurasini Oil Jetty, a new tank farm, pipelines, pump stations, and environmental safety systems. It aims to improve petroleum import capacity and reduce liquid bulk infrastructure bottlenecks. The final feasibility and EIA scoping report was completed in December 2022, with the detailed engineering phase pending financing. This appears to be a commercially stronger opportunity because it is tied to essential petroleum import infrastructure and has defined financial metrics, including projected IRR and NPV.

This is the most urgent of several domestic and cross-border transmission lines needing construction.
